I heard they were even putting some businesses in there with free rent just to get things moving.

It's pretty crazy that there will be 3 Publix stores in such a small area. The current ones are always packed, so I guess they are just trying to meet the demand. I personally drive up to the one on Biscayne and 50 something street. It is usually not as packed and I think prices may even be lower.
